Facts about the State Employee Health Plan
Colorado Lags Behind the Market In FY 2007, the state contribution equaled only 75 percent of the prevailing market. Employees Bear More of the Costs Colorado imposes much higher cost-sharing on employees in the form of deductibles and out-of-pocket maximums compared to most states.
Deductibles Are 3X Higher The in-network deductibles for the most widely used state employee individual and family plan are three times higher than the private sector market median.
Out of Pocket Maximums Are 50% Higher The in-network out of pocket maximums for the most widely used state employee individual and family plans are 50 percent higher than the private sector market median.
Colorado Lags Behind Other States Colorado’s contribution toward employee health insurance is one of the lowest in the country.
 In 2006, Colorado’s contribution to family health insurance was the 4th lowest of all states with only Mississippi, North Carolina and South Dakota lower. Colorado’s contribution to individual health insurance was the 2nd lowest of all states in 2006, with only Hawaii lower.
The Bottom Line: State employees pay a lot more toward their health care, because of the low state contributions, high deductibles and high out-of-pocket maximums. Colorado can do better, setting a positive example for other employers by reducing health care costs. Toward that end, state employees are working together through CAPE to win better health care.
